Australian website taking taxes for using Internet Explorer

Kogan.com, an electronics web store in Australia is taxing people that are still using the older versions of Internet Explorer. This is certainly a move to force people to upgrade to the newer version of Internet Explorer or make a switch to the common and latest web browsers like Google Chrome and Mozilla Firefox.
The use of older versions of Internet Explorer is a real challenge for developers and the performance of the site is affected because of it and one needs to think twice before implementing the new standards or modern features. The company has decided to take 6.8% add up tax from those who buy any item using IE7 or older version of the web browser. Well this is quite a bold move and I think users must switch to the newer technologies otherwise other sites will start to use the same strategy forcing people to make an upgrade.
